Purpose
The purpose of the Interstate Commission for Adult Offender Supervision (ICAOS) is to maximize public safety by addressing the transfer of supervision requirements of the member states and territories. Parole boards, courts and probation agencies are not able to handle the planning for and supervision of probationers and parolees when their residence and family resources exist outside their political boundaries. Most required levels of community-based supervision are available through the cooperation of Interstate Offices in the transfer of supervision.
Program Overview
Supervision of offenders on community supervision (probation) or parole, who meet specific eligibility criteria, may be transferred to another state under the ICAOS system. All 50 of the United States of America, the District of Columbia, Puerto Rico, and the US Virgin Islands participate as members of the Commission. The Ohio Council and Interstate Commission for Adult Offender Supervision is administered through the Department of Rehabilitation and Correction (Adult Parole Authority).
The Interstate Compact Office facilitates the transfer of supervision services for offenders who are approved to reside and work in a territory other than where they are convicted. The offices enforces policies and procedures to ensure compliance with federal and state law for the transfer of supervision across state lines.
